In a situation like this where the STATE is stepping in and challenging the validity of a victim's story, I'm more inclined to believe the victim due to the fact that the STATE has more authority, more resources, and more manpower to potentially cover up this whole controversy for the sake of saving face. The fact that it's the CCP as well makes it harder for me to believe them.
