My name is yulia, I am Russian, and this is a crazy violent incident that happened to me on May 21, in my neighborhood, 1412 Huaihai Zhong Road, Xuhui.

Bin Lou is my upstairs neighbor, he is a local Shanghainese, and during the time I lived there he would constantly attack me and my other neighbors with violent and rude language.

This is just a small part of the story. From his initial verbal attacks to kicking down my door last year to directly hitting me this year, he has gotten worse time and time again because he has never received any punishment or reprimand after I called the police.

On the day of the incident on 5.21, he saw me sitting alone in the small garden on the first floor, he came downstairs and verbally attacked me. He stopped only after he saw me start to record the video, but I could still hear him saying "I'm bullying you, foreigner". But I didn't expect him to attack me out of the blue, hitting me frantically on the head, and after I fell to the ground, he continued to kick me in the back and abdomen. I was so scared and screamed so loudly that I thought he would have beaten me to death if my neighbor had not appeared. Below is the video my neighbor took after hearing me screaming.

The neighbors came and immediately called the police for an ambulance. At that time, I was very dizzy because of the painful beating I received on my brain, but after I returned home from the hospital, I realized that the person in question, Bin Lou, and the police who arrived had been carrying on a conversation, and the police only came in to take a look, without understanding the injuries, and left with the perpetrator after a brief inquiry, without understanding anything I had to say on my side, which was very shocking to us! And from the beginning to the end, Lou Bin denied the fact of the beating, and lied that I fell down myself.

楼斌是我楼上的邻居， 他是当地的上海人，在我居住的时间他不间断的会用暴力粗鲁的语言对我还有我的其他邻居进行攻击。以下的照片是他去年发给另外一个外国邻居的信息。（见图7）

这只是很小一部分，他从最开始的语言攻击到去年踢坏我家的门，到今年直接动手打我，他一次次的变本加厉就是因为每次在我报警了之后，他从来没有得到过任何的惩罚和责备。

在5.21号事发当天，他看到我独自一个人坐在一楼小花园，便下楼，对我进行言语攻击。在看到我开始录视频后，他才停止，但还是可以听到他说“就欺负你外国人”。 但是我没有想到，他会突然袭击我，疯狂打我的头，在我摔倒在地后，他会继续用脚踢我的背部和腹部。我非常的害怕，大声尖叫，若不是我的邻居出现，我以为他会打死我。以下是邻居听到我在惨叫后拍的视频。

邻居赶来后立刻报了警叫了救护车，当时我的脑部因为遭到了痛打，非常头晕，但在我接受了医院的检查回到家后才发现，当事人楼斌与赶到的警察一直在进行交谈，警察也只是进来看了一眼，没有了解伤势，简单询问就和肇事者一起走了，却没有了解我这边的任何说辞，这令我们十分的震惊！而楼斌从始至终都否认了打人的事实，并谎称是我自己摔倒的。

第二天，5.22号，我拿到了我骨折的报告，我便去警察局报案，进行刑事案件诉讼。但在我提供了所有的改报备的信息后，警察对我的回复是回家等，因为他们还需要去当事人楼斌那里去调查收集证词。只是建议我不要出门，以免我遭到二次伤害。在当我试图去了解当天在现场的警察的情况，但是他们拒绝提供相关的任何信息，并且以“疫情特殊期间“为理由拒绝了我的验伤。

今天已经是5.26号了，我还是和这个疯狂攻击过我，极具暴力倾向的人锁在同一个小区，同一栋里。我因为骨折内积血，每天没有办法躺着睡觉，但是他还是过着他正常的生活，随意走动，没有警察对他采取任何的措施。

我很无助，我也很害怕，我在中国已经15年了，我非常的喜欢中国我很喜欢上海，我很热爱这里的一切。我现在没有办法通过警察来得到有效的保护，我希望通过社交媒体的力量，让大家能够看到发生在我身上的暴力事件。

我实在难以想象，如果这次他都没有得到相应的惩罚，那么下一次再下一次他会做出什么更加恐怖的事情？
