When I was in Laos, I remember a local advising me not to offer any help whatsoever if I saw a car accident. He said just walk away, even if someone was severely injured. Helping was seen as admitting liability or that it was somehow your fault. I have no idea how much truth there was to this, or if it may be what is going on here in this video, but I thought it interesting.

In fact, it is not uncommon to hear that if they had a car accident involving a human, the gnarly thing is that some will reverse and hit again after the hit just to make sure the human's dead. Because a 1-time payment is better than a lifetime worth of medical bills, and if no witnesses at that time, you can get away scot-free. Plus, you might have come across China videos where people purposefully run into luxury cars that are in decent speed so that they survive, but can cry murder and claim a lot of money.

There are many videos of Chinese people just watching while someone is in distress. I remember watching a baby in a Chinese road. Multiple Chinese people walk past the baby without helping until the baby was finally ran over by a vehicle. This was CCTV footage. So, it appears to me there is something in Chinese culture that stops people from acting and helping people in distress. I’ve seen many other videos of the same behaviour. To a western person it looks like Chinese culture is cold and uncaring of others.

How to help if someone is having a seizure:

Cushion their head and keep other people out of the way.
Clear hard or sharp objects away from the person & loosen their clothing around the neck if you can safely do so.
Don't try to hold them down or stop the movements.
Place them on their side, to help keep their airway clear.
Look at your watch at the start of the seizure, to time its length.
Don't put anything in their mouth.
