管制不代表秩序。公权越大，腐败越严重，平民权力越少越要依附权贵，下层会出现更多官僚利益代言人黑社会，对平民权力的挤压必然导致突破规则者的出现，杀人放火，报复仇杀，社会可见趋向重返90年代的混乱程度
