Hi there, I'm from Germany and want to learn mandarin asap. I am willing to dedicate 1 hour everyday to it.

What is the best way to learn it...? any suggestions?

Besides, Chinese average English lvl is no good, if you don't learn Chinese in academy, it'd be difficult for you to find someone really can be helpful.
