之前就看到说个人申请留学的就算有offer也不给办护照，材料里要提供留学中介的营业执照，如果办了护照不出去会被认为是骗护照，可以电话注销护照……..

统统是因私，因公是给公家出去办事的，比如你是中科院的领导，出去（公派）参加个学术会议之类。护照的审批部门也不一样，而且因公护照平时要上交，有事才发给你用。

当然是因私，政府部门国企事业单位出差才能拿因公护照，颜色不一样的。

也不要太恐慌，这种情况第一大概率去的都是东南亚东欧一些冷门国家，第二大概率不是学签。正常学签run五眼国家目前还是不会刁难的。
